The major change from version 9 to versions 10 and 11 was the merging of the Command Center service and the Management Services into just the Management Service.
The main issue is the Publisher license is maintained in the Management Service file structure, so there can only be a single instance of Publisher per Management Service in versions 10 and 11.
If you wish to manage multiple Publisher instances in version 10 and 11 you will need to:

- Have the appropriate Order group combine your Publisher license keys into a single license with the LEF feature Number_Of_XS, where it is set to a value of 2 or more.
- Once the above has been done, you can create a separate QDS resource for each environment, which can manage specific instances of QVServer etc. This is known as 'ungrouped' functionality. (See Screenshot 1)
- You may also 'combine' QDS services into a single resource by using the addition URL links on that resource on the General tab. This is known as 'grouping' or 'failover' functionality. (See Screenshot 2)
