Start > Users
The Sync task fetches Active Directory Group information. You can confirm by clicking "i" icon next to your name. That's sufficient for allocating User Access and Login Access to your users.
Resolution:
Verify if you have un-checked the "Sync user data for existing users" checkbox. This will pull in all users, while with the box checked, it will only update users who have already been added .
Note of caution: There is no need to bring all users into Qlik Sense.
New users will be added when they are trying to access the Hub. What you should do is to set up Qlik Sense user groups in Active Directory. Then, you can automate the user access and login access allocation. See: How to Allocate User Access and Login Access Automatically
Only bring in all users if you have set up a correct filter (such as an "Additional LDAP filter") to prevent too many users being pulled into the system.
