Description
A reload fails in the QDS. Executing the reload on the Desktop Client, with the same source document and user account, results in a success. The QDS logs show a "Could not touch target file" error.
Auditing the file with ProcMon, we see errors like 14:50:47.4774637 QVDistributionService.exe 8768 QueryRemoteProtocolInformation filename INVALID PARAMETER 14:50:47.4774637 QVDistributionService.exe 8768 QueryRemoteProtocolInformation filename INVALID PARAMETER 14:50:47.4774831 QVDistributionService.exe 8768 QueryNameInformationFile filename BUFFER OVERFLOW Name: truncatedfilename

Resolution
"Could not touch target file" when using the QDS usually has a cause in restricted group policies, breaking access to the files. The changes might, for instance, interfere with ACLs for APPLICATION PACKAGE AUTHORITY subsets.
Setup the standard Microsoft policies for a server environment to be able to run the tasks, then implement the changes one by one until the one that breaks file access.
