This folder is used by Engine as each persistence work that needs to be performed is performed in transactions.
That folder is a temporary place we put the changes that needs to go in to the QVF file. The filenames correspond to the app-ids.
In older Sense version we wrote the transaction inside the QVF file. This made the QVF size go up and down during reloads. Now we put it in separate place, then swap it out when everything is written.
This to avoid corrupting apps.
When the file in the transactions directory is done, the temporary file (in the transaction folder) will be moved/renamed/deleted.
Files that are recent (users ongoing changes) shouldn't be deleted, or you will loose ongoing saves from the users ; Anything older then 24 hours would be a candidate for whipping.
