NPrinting services fail to start after changing the NPrinting Service Account with RabbitMQ errors

From NPrinting November 2018, due to RabbitMQ is on certificate base and the certificates is installed for the service account during the installation, when changing service account, those certificates will not be recreated.

Services may fail to start with similar lines as the following registered in the logs:
