After an upgrade migration of all apps did not work. Migration service unable to start.

Qlik Sense
Upon investigating the app migration service logs (found in C:\ProgramData\Qlik\Sense\Logs\AppMigration) we find the repeated error:

Cause
Somehow the locally copies of the certificate used by some services no longer match those found in the certificate store.
These are automatically re-exported upon service start, so we delete the mismatching certificates, restart the services and let the system clear the problem itself.

Resolution
- Shutdown all Qlik Services
- Delete the folder C:\ProgramData\Qlik\Sense\Repository\Exported Certificates\.Local Certificates
- Start the Qlik Sense repository service
- Start the remaining Qlik services
