Qlik Sense services not started on Windows Server 2012 R2

After installing Qlik Sense on Windows Server 2012 R2 some of the services are not started, for example:
One effect is that the Deployments section in api/msc/ has an error "failed to read the deployments".
Further investigation running the below command, gives the following error:
- "AppDistributionService"
- "QseEventProcessor"
- "EntitlementProvisioningService"
- "HybridDeploymentService"

Resolution
The problem is related to Universal C Runtime dependency on Windows
Windows should be updated in order to make dotnet core compatibile.
