"GetFileTime failed" on Engine causes error "An operation on a socket could not be performed because the system lacked sufficient buffer space or because a queue was full" which causes the system to be completely down as Repository cannot use new ephemeral ports.

When the issue happens, a sole restart of the Qlik Engine service solves the issue.Environments:
- Qlik Sense Enterprise all versions
This is caused by something locking the files in the app folder.
Make sure that no anti-virus or backup software is locking the file as the Qlik Sense Engine will not be able to get the file time and causes this error.
