The rule governing access to Analyzer capacity is not visible in the QMC, but it can be accessed and modified via the audit interface

A valid and active license containing Analyzer capacity is required before this rule is visible in the Audit tab. The rule is only created when capacity licenses are unlocked.

Resolution:

  1. Log into QMC as RootAdmin or SecurityAdmin
  2. Click on 'Audit'
  3. Under target resource select 'Security Rules'
  4. Click the 'Audit' button
  5. Click the 'Transpose' button
  6. On the left hand side, find the rule named 'Security rule for AnalyzerTimeAccessType'
  7. Click 'View Resource'

Here you can modify the rule and apply any changes. For example to exclude RootAdmin's from consuming Analyzer Capacity, you can set the rule to:
((user.roles!="RootAdmin"))

Fortunately from Qlik Sense February 2020 you can make Analyzer Capacity Rules using the License section in QMC
