Qlik Sense Enterprise on Windos Repository API Unable to approve Master Items No permission to approve the app object

When creating new master dimensions, should be able to approve using API's. However, the user will get the error they lack permission to approve the app object. 

Steps to Replicate: 

1. Create an published app with unpublished Master Dimension or Measure. 
2. Using Postman connect to the machine using QRS API to view object. 
   • GET https://localhost:4242/qrs/app/object/5b0d6875-5d7d-4193-8d84-50a599ff74d7?xrfkey=1234567890123456
     • "approved": false
   • POST https://localhost:4242/qrs/app/object/5b0d6875-5d7d-4193-8d84-50a599ff74d7?xrfkey=1234567890123456
     • "approved": true
3. Error => "No permission to approve the app object"

 In order to be able to approve an app object,  it has to be published first:  

PUT /qrs/app/object/{id}/publish
POST /qrs/app/object/{id}/approve​
