According to netstat, UDP port 4721 is open and that the process id opening it is the same for the QDS.
All connections attempted using iReasoning MIB browser, either with a manual configuration or using the .mib file provided with the QlikView installation, time out. Increasing the timeout doesn't help.
A possible timeout example:
The call qDSTaskName (.1.3.6.1.4.1.30764.1.2.2.1.1.2) connecting to port 127.0.0.1:4721 ends with the error
SNMP 'GETSUBTREE' request against 127.0.0.1 timed out.

This was initially reported to R&D with ID QV-16714.
Further testing showed that while the issue happens with a recent version of iReasoning MIB browser (the version used was 12, build 4516), there was no problem with some previous version (9.5).
Also, using a different third party tool like Paessler SNMP Tester the server answers correctly.
The issue was therefore assessed as a third-party bug.
