XML load fails in QlikView 12.30

After upgrading to QlikView November 2018 (12.30), loading data from an XML file fails with a blank error
Document log also reports an error with empty error message, for example:

Cause
As confirmed by R&D, XML parser module has changed between QlikView 12.20 and 12.30. The new XML parser is more strict to XML syntax, which is less tolerable to invalid characters.
Similar issue has been investigated before in bug QV-16522, which was closed without a fix because the issue is at the non-conformant XML file.

Resolution
Validate the XML file at https://xmlvalidation.com to make sure the XML file syntactically valid. For example, in the screenshot below, the XML file is invalid due to some leading hidden characters. Such error could be related to the encoding of the xml file.
If an encoding error is detected, work with owners of the source system to make sure that the generated XML file pass the validation.
