QlikView Server November 2018 Off Duty with both IPv4 and IPv6 enabled on host

After an upgrade or fresh installation of a QlikView Server cluster, one or more nodes are shown as Off Duty.

The QlikView Server Event logs read:

Warning    Init: The initialization process failed. Cluster Count Exceeded, going off duty

The off duty message is repeated up to twice the amount of nodes in the cluster.

This is being investigated as a possible defect. Reference ID QV-16657.

Workaround:  As the root cause of this is suspected to be the engines responding in too quick succession, restarting the host operating system and delaying the start of the QlikView Server services may help. 
Alternatively, disabling IPv6 has been observed to show stability improvements.
