System.Diagnostics.PerformanceCounterLib.CounterExists

Qlik Sense Repository Service is continuously starting and stopping every 5-10 seconds ; 
From logs the first error message is reported by "System.Diagnostics.PerformanceCounterLib.CounterExists"

Performance counter not accessible or corrupted. 

Checking Microsoft solutions regarding Performance counter you need to verify : 
1) Service "Performance Log & Alert" is in Manual start not Disabled .
2) Service User Account belongs to local  group "Performance Monitor Users" .
3) investigate and rebuild performance counter following Microsoft guide ex: 
   https://support.microsoft.com/en-za/help/2554336/how-to-manually-rebuild-performance-counters-for-windows-server-2008-6
   in particular reported :
   "To rebuild all Performance counters including extensible and third-party counters, type the following commands at an Administrative command prompt. Press ENTER after each command.
   
   Rebuilding the counters:
   cd c:\windows\system32
   lodctr /R
   cd c:\windows\sysWOW64
   lodctr /R

   Resyncing the counters with Windows Management Instrumentation (WMI):
   WINMGMT.EXE /RESYNCPERF

  Stop and restart the Performance Logs and Alerts service. 
   Stop and restart the Windows Management Instrumentation service.
