Qlik Sense Repository Service is continuously starting and stopping every 5-10 seconds ;
From logs the first error message is reported by "System.Diagnostics.PerformanceCounterLib.CounterExists"

Performance counter not accessible or corrupted.
Checking Microsoft solutions regarding Performance counter you need to verify :
1) Service "Performance Log & Alert" is in Manual start not Disabled .
2) Service User Account belongs to local group "Performance Monitor Users" .
3) investigate and rebuild performance counter following Microsoft guide ex:

To rebuild all Performance counters including extensible and third-party counters, type the following commands at an Administrative command prompt. Press ENTER after each command.
Rebuilding the counters:

lodctr /R

lodctr /R
Resyncing the counters with Windows Management Instrumentation (WMI):
WINMGMT.EXE /RESYNCPERF
Stop and restart the Performance Logs and Alerts service.
Stop and restart the Windows Management Instrumentation service. "
