New:
Count({<Actions= , Year2={"<=$(=Max(MaxYear))>=$(=Min(MinYear))"}>}ClaimID)/Count(TOTAL <Year2> {<Actions= , Year2={"<=$(=Max(MaxYear))>=$(=Min(MinYear))"}>}ClaimID)
This allowed the chart to be updated to the new field and the calculations were equal to the past version.
