Rights of Duplicating Apps

Only the owner of the published apps can duplicate the app. Even the root Admin does not have the right to do that. There is a way to allow users, other than the owner of the published apps, to duplicate the published apps to their own work space?

Resolution
-In version Nov 2017, there is no option for "duplicate" in security rules under stream *app
-But in version June 2018 on wards, there is an option for "duplicate" in security rules under stream *app (possible)
