Desktop Setup fails while installing service dispatcher. In the log file, the actual error would show up a few lines preceding the string Return value 3

Qlik Sense Desktop June 2018 and higher
Third party app blocking Sense installer to execute powershell commands to setup ADS components while installing Sense June 2018. ADS is a components introduced in June 2018 and higher version to configure multi-cloud features.
Usually the third party app would be either anti virus, end point monitoring tools or such. Either have exclusions or permissions, as the app allows, in place so that Sense installer can execute powershell commands.
