Hub refreshes after clicking "Click here to download file" - Unable to download file

After clicking the "Click here to download file" link upon trying to Export, the Hub refreshes and the file does not download. This occurs in Internet Explorer 11 but works in Chrome.
Environment: All Qlik Sense versions using IE 11
Files are unable to download unless the setting is enabled.
To remedy, the user must enable the ability to download files within the IE Settings.
- Go to Internet Options - Security
- Make sure that the QlikView Server url is added in the Trusted sites.
- Under Security level for this zone, click Custom Level.
- Under Downloads, locate File Download and make sure it is set to Enable
