Previously there was a limitation about maximum number 13 in any environment, which is no longer valid. The limitation was caused by windows 2003 limitation. It is not about Qlik product. From Windows 2008 on wards, there is no such limitation.
Hence if the user has high CPU cores and powerful machine but still could not have the right amount of reload engines, then please check other factors especially the windows desktop heap size and file system location. Windows event logs will be helpful. Network administrator is preferred to be engaged for the configuration reset.
