Join UsA program or process (possibly the AntiVirus or group policy security) is preventing the configuration file from being created. You can test the following process in your QlikView environment to show that this issue is environment-related:
1. Stop the QlikView Web Server service
2. Delete the configuration file from C:\ProgramData\QlikTech\WebServer ***If there are any customizations to the configuration file, make a backup of it before deleting it. You can also move it to a different location such as the desktop.***
3. Start the QlikView Web Server service. Upon the service starting successfully, there should be a configuration file in C:\ProgramData\QlikTech\WebServer with the default parameters.
