Searching the value "i", in the filter pane also returns "y" values and vice versa, when SET CollationLocale='lv-LV'; (Latvian alphabet) .
Cause:
Checking in ICU - Unicode collation there are suggestion that for Latvian lv-LV alphabet searching for character 'a' would also highlight 'å' in en-US locale.
In the the attached screenshot, under 'Collated', in the list, its collated I,Y,J - which indicated that Y and I can be handled as the same letter.

This is a known behavior. Since letter I and Y are the same in Latvian alphabet, this has been considered the correct way to manage the search.
