After upgrading to Qlik Sense June 2017 and up, the following error appears in the log repeatedly:Exception Encountered when Fetching App Migration Hash, still trying. Failed attempts: xxxx
Performance is also severely degraded on the RIM nodes. Environment:
Qlik Sense Enterprise - all versions
The issue is due to TCP Port 4545 being closed on the Central Node in most cases.
If there have been no upgrades in the past, there is the potential for this port to be closed in the Firewall.
A group policy may have altered expected permissions.
1. Is the Qlik Sense Dispatcher Service running?
Ensure the Qlik Sense Service - Dispatch Service is in the "Started" State.
2. Are required ports available?
Check all port requirements are met for the release - update the ports in the firewall of the Central node and RIMS.

3. Verify Service account permissions
Logged in as the Service account verify each folder as below:
On each folder below, right click and select properties, security, advanced button, enable inheritance & or "Replace all child object permission entries from this object" and <Apply>.
Do this for each location (c: drive may be different letter):
