QlikView Reload Task Fails when run by Distribution Service with an ODBC Teradata Error

The QlikView Distribution Service Reload Task is failing in the QlikView Management Console (QMC) with the following error message:
Error: SQL##f - SqlState: S1000, ErrorCode: 0, ErrorMsg: [Teradata][ODBC Teradata Driver] Loading the Teradata ICU Library Failed. Error is: 126
The Environment Path on the Server for the Administrative Account matches the path on the Service Account.
Both point to the Teradata Driver version 16, which is what is expected.
An example Path for the Data Connector is the following:
C:\Program Files\Teradata\Client\16.00\bin\;C:\Program Files (x86)\Teradata\Client\16.00\bin\
Lack of security rights in the database security settings.
This is not a QlikView error, however, it is an error generated by Teradata ODBC Driver/Connector.
Teradata uses an extra layer of Security, which needs to be configured in the Database.
The Service Account requires Read access in order to resolve this error message.
