Qlik Sense: Unable to access QMC or Hub after installation, Repository log shows Fatal exception: The profile for the user is a temporary profile

After a new installation of Qlik Sense, user cannot enter the hub or QMC.
Reviewing the System_Repository log files (path: Repository > Trace > System_Repository) shows:
Fatal exception The profile for the user is a temporary profile.↵↓↵↓An exception was thrown while invoking the constructor 'Void .ctor(Byte[], System.String, System.Security.Cryptography.X509Certificates.X509KeyStorageFlags)' on type 'DotNetCert'. ---> The profile for the user is a temporary profile.↵
This means that Qlik Sense is not able to create a root certificate for the user profile because the user profile is marked as temporary.
Also, in the windows event viewer for Application, you see the error
Windows-User Profiles Service Event 1511: Windows cannot find the local profile and is logging you on with a temporary profile.
