QlikView Management Console Unable to Distribute All Jobs. Error: "Failed to open <file>.pgo. Error : Access to <file>.pgo was denied"

All distribution jobs in the QlikView Management Console give the warning that it was unable to distribute to all nodes, and some applications give "File not found" errors.
Examination of the Windows Event Logs finds the errors:
"Error: PGO: Failed to open <file>.pgo. Error : Access to <file>.pgo was denied"
"PGO: Failed to access shared PGO file: <file>.pgo"
Third-Party software such as anti-virus, anti-crypto, etc. are blocking QlikView from access to its folders. Excluding the QlikView folders from this third-party software resolves the issue.
Verify that there is no third-party software such as an antivirus, anticrypto, etc. that is failing to exclude QlikView folders:QlikView Folder And Files To Exclude From Anti-Virus Scanning
