QlikSense local UDC / local user sync: Local Network no longer a UDC option from 3.2 onwards

No UDC is required for local users to connect to Sense. See the Qlik Sense Online Help "Creating a directory connector" for details.

No UDC is required for a local user to log on to Qlik Sense. However, for the local user to be able to access apps, you need to allocate access. You can use professional access rules or analyzer access rules (user-based license) or user access rules or login access rules (token-based license) to allocate access. Alternatively, a local user can first log on to be recognized as a user, and then be allocated tokens.

The change is stated in each of the release notes of the 3.2 releases:

Local User Directory Connector functionality removed
No User Directory Connector is needed for a local user to be able to log in to Qlik Sense, therefore this functionality is not needed and was removed in Qlik Sense 3.2 SR3.
