Cannot access WebConsole and Newstand after changing NPrinting Service Account

After changing the services account running the Nprinting 17 service, WebConsole or the newstand cannot be accessed any more. 
When running a netstat -aon, ports 4993 and 4994 are not listening. 

Environment:

Nprinting 17 up to Semptember 2018

Please note: if on November 2018 or higher, follow NPrinting services fail to start after changing the NPrinting Service Account with RabbitMQ errors instead

Run the following command in order to grant the Administrators group access to the configuration files necessary to start NPrinting:

Open a command prompt as administrator
takeown /f "%ProgramFiles%\NPrintingServer\proxy\webconsoleproxy\src\qlik.com\webconsoleproxy\conf" /a /r /d y
takeown /f "%ProgramFiles%\NPrintingServer\proxy\newsstandproxy\src\qlik.com\newsstandproxy\conf" /a /r /d y

icacls "%ProgramFiles%\NPrintingServer\proxy\webconsoleproxy\src\qlik.com\webconsoleproxy\conf" /t /c /grant *S-1-5-32-544:F
icacls "%ProgramFiles%\NPrintingServer\proxy\newsstandproxy\src\qlik.com\newsstandproxy\conf" /t /c /grant *S-1-5-32-544:F

Once this done, restart the Qlik Nprinting WebEngine service for changes to take effect.
