Upgrade or Installation of Qlik Sense Enterprise on Windows fails because of special characters in superuser password

Upgrading or Installing Qlik Sense Enterprise on Windows fails. The superuser password contains special characters.

However, the upgrade fails with this error in the PostgreSQL install logs:

Error in DumpDatabase custom action: could not dump database.

Environment:

Qlik Sense Enterprise on Windows 

Verify the password and change the password to a supported format before proceeding.

Characters that are not supported: @ &

In addition, make sure that, when copying and pasting a password, special characters are not encoded to different formats: e.g, the character &  can sometimes be turned into &
