It's not possible to login using Okta in QSM November 2019. The error is "Server Log In Attempt Failed".
This is a product defect (USC-2912) which only affects the default virtual proxy.

Non-default Virtual Proxies are not affected by the issue.
Create a secondary virtual proxy and use that with Okta instead.
