A RootAdmin user is able to trigger a Reload Task but the action fails with "Insufficient Privileges".
Importing of Apps is also prohibited.

- The user also has an Analyzer Access token or an Analyzer Capacity license assigned
- The user is also able to use the hub

Qlik Sense any version with Analyzer Access tokens or Analyzer Capacity available.
When the request is presented to Qlik Repository Service the user's Access Type is checked. Users with Analyzer licenses are not able to modify or create apps, and thus the request is denied with error code HTTP 403 visible in Browser Development tools in the browser.
Administrators should either have no access to the Hub and thus no license, or a professional license.
Resolution:
Qlik Sense April 2018 introduced Analyzer and Professional Access Tokens. Only Professional tokens can successfully trigger reload tasks and import apps.
To resolve: Assign a Professional Token to the user or ensure the user does not use the hub and remove the current token assignment fro the user.
Qlik Sense February 2019 introduced Analyzer Capacity licenses. Users who are assigned an Analyzer Capacity license will not be able to reload tasks or import apps.
