In default Template Duplicate App should be present

After Upgrade to September 2018
What have you tested to solve the issue?
Restart Services; checked all Custom Security Rules for QMC and Both
Using the setting json file to disable Self Publishing will result in disabling globally also in QMC .
1) if you have a backup of C:\Program Files\Qlik\Sense\CapabilityService\capabilities.json :
a) stop all Qlik Sense services
b) restore the backup file to its default location
c) restart services as per order reported on help site https://help.qlik.com/en-US/sense/November2018/Content/Sense_Helpsites/Home.htm
2) you have not a backup :
a) Stop all Qlik Sense Services
b) make a backup of the current C:\Program Files\Qlik\Sense\CapabilityService\capabilities.json before editing it.
c) search for the string sequence "flag":"self-publishing","enabled":false} and change false to true like "flag":"self-publishing","enabled":true}
d) save the file and restart Qlik Sense Services as per order reported on help site .
Verify in QMC - Security Rules - Create New if Duplicate App is back present :
