InitialServiceCluster.xml in C:\ProgramData\Qlik\Sense\Installation was incomplete.
Inspect the following log location:
If it shows an error: Fatal exception RootFolder and AppFolder is not defined at startup. Unable to create ServiceCluster for SharedPersistence
Perform the following action:
- Stop the Qlik Sense Services
- rename file InitialServiceCluster.xml -to- InitialServiceCluster.xml.old -in- C:\ProgramData\Qlik\Sense\Installation
- Start the Qlik Sense Services
