This article explains why Qlik Sense administrators are unable to allocate Professional or Analyzer users within the Qlik Management Console in Qlik Sense February 2018 release and earlier.
Customers on Qlik Sense versions February 2018 and earlier are unable to allocate Professional or Analyzer users within the Qlik Management Console. Instead tokens should be allocated in these versions.
Allocation of Professional and Analyzer licenses is available in the release of Qlik Sense April 2018 and newer.
If a Qlik Sense Enterprise key has been issued and only contains Professional and Analyzer users (and not tokens) but the license needs to be used in versions February 2018 or earlier, please generate a LEF file and verify its content (see How to generate a License Enabler File (LEF) in the Support Portal

the TOKENS tag should be visible on the LEF together with the amount of tokens included in the license
TOKENS;1;;From Qlik Sense April release
the following tags are needed on the LEF. The value next to the Professional and Analyzer tags indicates how many have professional and analyzer been ordered.
The IGNORE_TOKENS;YES; is necessary to ignore the tokens so that Professional and Analyzer can be allocated instead.
