valid values for the "place" parameter is actually not exactly the list of time zones that are listed in the documentation, but rather what is in the Windows Registry. So it is dependent on what Microsoft decides to put there according to localization settings of the current server.The time zones can be found in HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > Windows NT > CurrentVersion > Time Zones.
