Open the folder where the Qlik web connectors program files are. i.e C.\QlikWebConnectors2.2.0 Locate the following files; 1. QlikWebConnectors.exe.config 2. QlikWebConnectorsSVC.exe.config
You are to uncomment the section of the text in both configuration files.
<!-- <enforceFIPSPolicy enabled="false"/> --> To uncomment, remove the opening commenting quote "<!--" and the closing commenting quote. "-->"
it should look like this after uncommenting it.
Save the configuration files and run the QlikWebConnectors executable file and you should be able to license the server.
