Qlik App Reload Fails With Error "QlikView Connector is not responding"

Qlik Sense task reloads fail after installing or upgrading to 3.0.
This issue can affect any data connection, including folder connections.
App reload log shows an error like below.
Error: QlikView Connector is not responding.
This issue is related to the Qlik DataMarket Connector and server side attempt to communicate with datamarket-api.qlik.com. This becomes a problem when the Qlik Sense server has restricted internet access, and communication to datamarket-api.qlik.com is not allowed.
A known workaround is to allow the Qlik Sense server to access datamarket-api.qlik.com and to add the site to trusted sites.
The root cause is still being investigated by Qlik R&D through item DS-1822.
