When user (e.g AppAdmin) who doesn't have data connections access right and trying to import a App developed from Desktop to QMC, it will result fail import error.
The Service Repository log will show a 500 Forbidden error similar as below:

But without change any security rule, the app can be imported successfully after RootAdmin import it first.
