If the document has been distributed using Publisher - or opened using Desktop and saved without reloading - it is likely an issue with the design of the section access.

The attached document illustrates how you can design your section access to handle both distributing the document without any reduction taking place and to give an actual user full access to the data.
When you distribute a document using Publisher (or open and save it with the Desktop client) there will be a reduction made for the user who is running the distribution. That means that all values in the section application that doesn't match the reduction value will be lost. The result will be that other users are not able to open the document or get access to an incorrect data set.
If no value is found that matches the reduction value, no selection will be made and with admin access no reduction will take place either. This is the desired behaviour when performing a distribution. Note that a user set up this way will not be able to open the document from the QlikView Server as the admin access level isn't respected in this scenario.
